Submit an Affidavit for an Absentee Ballot to the Department of Elections for New Castle County as soon as possible before the an election. Available affidavits are listed below. See the Public School Election Calendar for dates and deadlines for a specific Public School Election.

ELIGIBILITY TO VOTE BY ABSENTEE BALLOT

To vote by Absentee Ballot in public school elections, you must:

  • Be a citizen of the United States;
  • Be a resident and citizen of the State of Delaware;
  • Reside within the school district for which the election is being conducted;
  • Be 18 years of age or older; and
  • Complete and sign an Affidavit for Absentee Ballot for Public School Elections; and
  • Be unable to go to the polls on the day of the election for one of the reasons listed below.

Reasons to vote by Absentee Ballot:

  • You are temporarily or permanently physically disabled.
  • You are in the public service of the U.S. or the State of Delaware.
  • You are a qualified citizen or spouse or dependent residing with or accompanying a person who is in the service of the U. S. or the State of Delaware.
  • Due to the nature of your business or occupation.
  • You are sick.
  • You are incarcerated.
  • Due to the tenets of your religion.
  • You are absent from the district while you are on vacation.
  • You are temporarily residing outside of the U.S. and the District of Columbia.
  • Due to illness or injury received while serving in the Armed Forces of the United States.
  • You are a member of the armed forces.
  • You are a member of the American Red Cross or U.S.O.
  • You are a member of the U.S. Merchant Marine.
ABSENTEE VOTING PROCESS

By mail:

  • Obtain an Affidavit for Absentee Ballot for Public School Elections from the Department of Elections for New Castle County. You may pick up an affidavit at the Department or request in writing or by telephone that the Department mail an affidavit to you. Affidavits requested prior to 4 p.m. will be mailed in most circumstances that day. You may also download the absentee affidavit and the instructions on this site's Home Page.
  • Complete and return the Affidavit for Absentee Ballot for Public School Elections so that it arrives at the Department of Elections for New Castle County no later than noon the 4th day prior to the election. The Department of Elections for New Castle County will mail you the Absentee Ballot for the appropriate public school election as soon as the ballot is available.
  • Complete and return the ballot so that it arrives at the Department of Elections for New Castle County by the time Polls close on the day of the elections. Ballots received after the Polls have closed will not be counted.

In person:

  • Go to the Department of Elections for New Castle County with proof of identity and address on any normal business day between 8:30 a.m. and 4 p.m. until two days before the day of the election and between 8:30 a.m. and 12 Noon on the day before the election.
  • Complete an Affidavit for Absentee Ballot for Public School Elections.
  • Present proof of identity and address to the appropriate Department of Elections staff member.
  • Vote your ballot.
